Slovenský pilotný projekt bol implementovaný na úrade Košického samosprávneho kraja a v meste Michalovce.

Pilotný projekt je zameraný na proces územného plánovania a podporu pri získavaní stavebného povolenia. Cieľom tohoto projektu je sprehľadniť a zefektívniť tieto zložité procesy a ušetriť tak občanom a podnikateľom čas(a peniaze).

The pilot aplication allows citizens to receive all relevant information about this process at one place through system customisation and individual approach. The trial demonstrates the platform’s functionality with existing electronic and traditional eGov services at regional public authority of Kosice and city of Michalovce.

How to cope with the process of obtaining permits for building a house?

General description:

Within the Slovak trials there will be information/guidance about services as well as procedural services supported and tested. As far as the online information is concerned, the user will be provided with all the relevant information towards the process of building a house. The user will also be fully guided throughout the entire process.
In regards to the procedural services, the system will facilitate selected procedures to be executed electronically. The trials will also demonstrate how to publish new electronic services that are expected to be introduced within the lifetime of the project.

  • On-line guidance of a citizen through the whole process of all permits obtaining
  • Land registry office accessible online since September 2007
  • Integration of traditional and electronic public services in one place

2nd Trial – the complete process with all possibilities will be supported. In addition, it is expected to provide access to the land-registry online services.

Actual status of the Slovak pilot:

Interface for offices - Annotation tool - is ready.
Interface for citizens - Personal assistant client - is ready.
Both the tools were tested within the first trial, see the description of results below.

Results of testing:

The Slovak pilot has been carried out in the area of the Kosice self-governing region and the municipality of Michalovce as its part. It focuses mainly on supporting citizens during the process of obtaining permits for building a house, especially a building permit, including services related to land-use planning and approval proceedings. This process is very complex and often difficult to comprehend for laymen. By providing a personal guideline via the Access-eGov personal assistant, the responsible administrations plan to improve the service experience from the citizen’s point of view. To this end, the Access-eGov system is expected to provide all relevant information about necessary services in comprehensive and user-friendly way.

As regards the pilot preparation process, firstly the Annotation tool component (back office) was developed and technically tested by developers. Consequently public servants from KSR as already trained tested the AT by annotating relevant Slovak services. The developers incorporated feedback and the AT was open for further testing by the user partners.

Once the Annotation tool was ready for use, a development of Personal assistant client (PAC) as a user interface of the AeG system started. After a few internal testings and revisions were undertaken, the platform was open for public testing.

In general it can be concluded that the developed Annotation tool serves its purpose well. The feedback from the tests showed a few objections towards the user-interface that could have been more user-friendly. However, the tool is intended to be used by annotators of PAs and they are expected to read a user manual first and to use the system quite often. Therefore the user-interface is not much a subject for further modifications.

The close co-operation of Slovak user-partners and developers was appreciated as they did not have to encounter language barriers. Comments (technical, functional or from the view of content) collected from the tests were therefore promptly incorporated into the Annotation tool. Regardless the user-interface, from the remarks gathered the most crucial were the issues with a mixture of roles and respective rights, timing of the session and preview page that missed.

Conclusions from the PAC evaluation:

The testers appreciated the idea and that the system gathers all the information in one place. As the most critical the testers pointed out user-friendliness of the user-interface. They had problems with orientation and navigation which was insufficient according to their feedback. Also some of the sentences or buttons names were unclear or ambiguous so they did not know what will happen when using them. The information on the website was not structured well and made the users confused. The testers expected that the system will be able to replace in-person visits of offices with electronic services however this is still difficult to realize as it mostly depends on decision of the concerned public administrations.
