The Polish pilot focuses on establishing an enterprise, putting special attention on the registration process of a new company. The pilot aims at enabling users to access e-government services in an easy way and providing the customer with appropriate advice on steps, which have to be taken in starting their own business. Providing complete information about services and all related aspects the pilot application facilitates and speeds up the process of registration, which is a complex one and related to four different types of offices where a new enterprise has to be registered. The pilot application enables the users easier access to services gathered in one place and integrated. Thanks to customization process provided information is relevant to user’s context and fulfils user’s requirements.
Results of testing:
The Polish pilot is focused on the life event “Establish an enterprise” and involves the whole process of registering a new business. The software was tested in the Silesia region (Gliwice City Hall). Members of project partners related to the Polish pilot tested Polish version of Personal Assistant (PAC) providing users with description of the process of opening new business. Feedback from the users was provided in online questionnaire related to the general evaluation of PAC (24 testers) and internal questionnaire putting more emphasise on issues characteristic of Polish process (30 testers). Civil servants from Gliwice City Hall tested also Annotation Tool and they annotated public services related to the process of enterprise registration.
All testers were introduced to the tools with help of descriptions prepared specially for them and public servants were also trained before starting annotation process. Five services (of four different types) related to the locality of Polish pilot were annotated and then they were available for users via PAC (for tests only). Usage of the Annotation Tool was found by annotators efficient enough but could be more intuitive and easier to understand.
PAC was tested within two weeks period. Among the testers there were several domain and IT experts to assess both information correctness and technical facilities. Most testers found the main idea of PAC – personalized information on the whole registration process as the main advantage of the tool. Users appreciated availability of information on the whole process from one point of access, information relevancy to their individual case, possibility of downloading relevant documents, attractive interface and clear information structure on the website. However, they indicated also several weak points of PAC to be improved: users navigation within the process (users expect to know the exact order of activities), too little information on timelines, and smaller believability of webpage because of lack of enough links to external sources. Generally, first tests of Polish version of PAC let conclude that Access-eGov approach is an useful solution expected by users, but needs several improvements to become widely used by citizens.
