The Annotation Tool (AT) is a web-based application used for annotation of governmental services. By annotation is meant creation of a description of the given service, which is then automatically imported into the knowledge model of the system. The Annotation tool is also used for identification of a type of services offered by the organisation. Although the Annotation tool was initially designed for governmental services, it can be used for annotation of any services, offered for example by a private company, used in some complex life event scenarios.
