The complex information system Webocrat, for e-Government and e-Democracy, provides complex solutions to increase the efficiency and transparency of the communication process between citizens and institutions. The experience of our developers and quality of our solutions have been proved in international R&D projects funded by EU e.g. IST-1999-20364 "Web Technologies Supporting Direct Participation in Democratic Processes (Webocracy)".

Suitable customers for our Webocrat system are institutions on different levels of public administration, state administration and self-government, also non-governmental and public relation organizations. A modified version of the system can be a solution also for the commercial domain e.g. its parts used as components for small and medium enterprises' information systems to improve the communication between customers or business and other partners.

The Webocrat represents a scalable and customizable web-based information system with accent on easy maintenance and navigation, efficient and intelligent search (using knowledge technologies) and an aboundance of interactive elements to increase participation of citizens in the democratic polling processes of the public administration. Modularity of the offered system allows configuration of the actual organization's needs.The specific administration interface using knowledge technologies and conceptual organization model allows to independently maintain, change and customize the content of published information. Citizens are allowed to have transparent overview of activities and authority of the organization, fast and flexible navigation in the bulk of offered information.

Considering the status of the application for public administration our solutions are based on Open Source technologies that minimizes the dependency of the organization on any specific software supplier.

The information system Webocrat provides:

  • Integrated web-based information systems for communication of public administration, self-government and public relation organizations with citizens, including interactive modules of e-Discussion, e-Vote, e-Tender, publishing multimedia information, administration of the system and intelligent searching.
  • Role-based user management, including authorization and authentication procedures, ensures secure data access and interchange on multiple levels of user groups, secure communication and data transfer (SSL and e-Signature).
  • The scale of tools and modules that cooperate with each other based on knowledge technologies, control of the documents flow inside the organization or between citizens.
  • Multilingual, customizable and user-friendly web-based administration interface for all expected user groups.
  • Open XML format used for data transfer and data exchange between inner system modules and clearly defined XML-based application programming interface enables to extend the system by adding new (even third-party) functional modules.
  • Development of specific modules of any e-Government application according to the actual needs of the customer.

The e-Filing Room is a web-based e-Government application for enhancement of communication processes between citizens and local authority. For citizens, it provides customizable and easy-to-use web interface for navigation and submitting various forms to the proper office of the local authority, without the need to understand the complicated structure of offices and their interdependence. It is achieved by knowledge management techniques implemented as a core facility of the application. Other advantages of this solution are flexibility and easy customization of forms and navigation links from the side of the local authority, which can be made by web-based user interface for administrators. The e-Filing Room can be easily integrated into an already existing IS of the local authority office by XML-based programming interfaces.

The e-Filing Room application provides the following main functionality:

  • User management, including authorization and authentication, secure communication, which can be extended by e-Signature support.
  • User friendly and easy-to-use navigation between the areas of interest of the organization.
  • Semi-automatic process of filling and submitting forms to the right department of the organization.
  • Tracing messages, indication of the current state of submitted forms
  • Interfaces for integration into the existing information systems of the organization.
  • Extensibility and integration with other e-Government applications of the Webocrat system.
